Scale an image under GIMP
GIMP is the GNU Image Manipulation Program. It is a free and works on many operating systems, in many languages. It is very similar to Photoshop. GIMP can be downloaded from:
http://www.gimp.org/
Below is the example I used GIMP to scale a JPG image with 3648X2736 pixels (2.5MB) to 1000X750 pixels (0.2 MB).
1) Open GIMP
2) Click File->Open
3) Click Image->Scale image
4) Click View->New View
5) Click File->Export
